Vulnerable people and pandemic control

As we try to control the current pandemic, many are increasingly aware of the challenges it is posing to government departments, researchers, educators, businesses, workers, law enforcers and others. We are confronted with many challenges, including compromised communication between stakeholders, lack of awareness of risks posed by vulnerable groups such as homeless people, those who experience mental health or addition problems, lack of resources which all can increase risk of spreading infection. Wicked problems where each solution is creating one or more other problems include economy versus morbidity/mortality, dependency on import (including medical goods) versus stimulating local industry and employment. As health workforce educators, and looking at en earlier post on complexity issues, where do we start and what can we possibly do to bring about some positive change in this complex situation we find ourselves in? Please feel free to respond. I look forward to some discussion around these issues.
